What is a luffing end mill (end mill for roughing)

It is an end mill with a wavy cutting edge with a peripheral flute connected to the R (hemisphere) and is designed to reduce cutting force.

The machined surface is rough, and it is mainly used for rough machining. Chips will be fine.
