Can grooving be done with multiple flutes end mills?
A typical four-blade end mill is not recommended for grooving where chip pockets are narrow and a large amount of chips need to be ejected.
The two-blade end mill has a wide chip pocket and good chip discharge, so it is effective for grooving and other processes that require chip discharge.

Recently, there are also four-blade end mills with good chip discharge that can also be grooved.
