Anything above about 490 MPa is called high-tensile steel.
For example, in the case of SM490, the number (if it is 3 digits) indicates the tensile strength.
The main ones have a tensile strength of about 590 MPa and 780 MPa.
As for tool selection, if it is a three-digit number, it is generally possible to use general-purpose tools.
